Joe N. McCarter, Jr

Joe N. McCarter, Jr. has dedicated more than two decades to serving the people of Blount County. He began his career with the Blount County Sheriff’s Office in 2003, working in juvenile corrections before transferring to the Patrol Division in 2007. As a patrol deputy and Field Training Officer, he helped prepare new deputies for the responsibilities of law enforcement while developing a leadership approach grounded in patience, accountability, and leading by example.

In 2012, Joe joined Investigative Operations, where he gained extensive experience managing complex investigations and working alongside local, state, and federal partners. His career has included service as a Task Force Officer with the United States Secret Service and special deputation with the Federal Bureau of Investigation. Promoted to Sergeant in 2023, Joe currently supervises Investigative Operations for the Blount County Sheriff’s Office. He is also a nationally certified Internal Affairs Investigator, reflecting his commitment to accountability, professional standards, and integrity within law enforcement. 

Joe believes effective leadership begins with listening, communicating clearly, and giving people the trust and support they need to succeed. His approach combines collaboration with a clear vision for the future, emphasizing teamwork, professional growth, personal responsibility, and high standards of service. Throughout his career, he has worked to improve morale, strengthen internal processes, modernize operations, and create an environment where employees feel valued and empowered to lead.

His commitment to service extends well beyond the Sheriff’s Office. Joe serves as Commander of the Lt. Alexander Bonnyman Unit of the Young Marines, where he leads a team of adult volunteers and helps young people develop discipline, confidence, character, and respect for their community. His own leadership foundation was shaped through early involvement in the Young Marines, Civil Air Patrol, JROTC, and the Sheriff’s Office Explorer Post. He is also an active member of the Marine Corps League and remains deeply committed to mentoring the next generation of leaders.

For Joe, leadership is not about rank or recognition. It is about accepting responsibility, investing in others, and leaving the organization and community stronger than he found them. Whether serving the public, supporting his team, or mentoring young people, he remains committed to leading with integrity, treating others with respect, and earning the trust placed in him each day.
